Said El Khadouri, Rapporteur for the governance section of the 4th Railways Package, had this to say to the Community of European Railways, the association of the incumbents, who are still opposing any liberalisation or completion:
‘Dear Libor,
Thanks for your kind message. However, so far it’s up to the elected Members, the political Groups and their shadows to propose and to discuss amendments and compromise amendments. I would like to remind you that on the 25th of May next year there will be European elections and you and your friends will be able to participate and become Member of the European Parliament if you get enough support from the voters. Instead of making things even more difficult, I would like to invite you to be a little bit more constructive.
Best regards,
Saïd El Khadraoui

First off, this guy, Said, you site as the Rapporteur for the Fourth Railways Package, doesn’t appear to have any voting record or show his being elected as an MEP and his majority. Therefore he appears to be another ‘plant’ of some kind. It’s not easy to find anything in depth on his history. Now how is that?

Are we supposed to reply to this thread blind? He appears to dip from one office to another. A bit like Baroness Ashton. Why in a democracy is this found to be acceptable. Nothing to go on a hidden spokesperson. I, therefore, can’t find any information on his work for railways.
Here he has a paper on banking.

Oh, forgive me, here is a voting record. Not easy to follow.
