		<description>I can see why Jack Straws career has gone backwards in recent years if this is the toothless pap he has reduced himself to producing. It is less a White paper and more a White flag to the House of Lords finally conceding that he has spent the best years of his political career producing proposals that had no substance to them. Instead of producing further reform he has put back the case by decades and lost the chance to at least get rid of the Bishops &amp; remaining hereditaries and have an appointed second chamber with safeguards. With this publication he is finally taking his dead parrot from the battlefield while waving a long discreditted White flag . His statement about a referendum speaks for itself. Good by Jack and so long.</description>
